The Oil Spill Prevention, Control, and Countermeasures Program, or the SPCC Program, is designed to prevent oil spills into waters of the U.S. and adjoining shorelines. One of the key element of the SPCC Program includes oil spill prevention plans for farmers and other oil storage and handling facilities. These plans are called SPCC Plans. An SPCC Plan can help farmers prevent oil spills, and the damage an oil spill can cause to water resources.
